Development and innovation in this area are increasingly the result of the pooling of different skills, first at international level, then, at a later stage, at operational level, to protect and support the interests of national entrepreneurship. The distinguishing feature in this field is the key public role of the Institute in providing experimental support to the market, which makes it possible to deal with applied research issues and to contribute to challenges of the increasingly fierce competition at both technical and business level. This occurs especially if large-scale test equipment are required, and whenever the study, the implementation, the usage, the maintainance and the update are confronted with economic and procedural obstacles.
